The CPC Central Committee has made important arrangements and made clear requirements for the 20 measures to further optimize the prevention and control work, and all departments around the country should implement all optimization measures to the letter.

（1） For close contacts, the management measure of "7 days of centralized isolation+3 days of home health monitoring" was adjusted to "5 days of centralized isolation+3 days of home isolation". During the period, the code was assigned for management and no one was allowed to go out. One nucleic acid test was carried out on the first, second, third and fifth days of centralized isolation medical observation, and one nucleic acid test was carried out on the first and third days of home isolation medical observation.

（2） Timely and accurately determine the close contacts, and no longer determine the tight connection.

（3） Adjust the "7-day centralized isolation" of overflow personnel in high-risk areas to "7-day home isolation". During this period, code management is given and they are not allowed to go out. One nucleic acid test shall be carried out respectively on the first, third, fifth and seventh days of home isolation.

（4） The risk areas will be adjusted from "high, medium and low" to "high and low" to minimize the number of control personnel. In principle, the living place of the infected person and the working and activity areas with frequent activities and high risk of epidemic transmission are designated as high-risk areas. High risk areas are generally designated by units and buildings and shall not be expanded at will; Other areas of the county (city, district, banner) where the high-risk area is located are designated as low-risk areas. The high-risk area was reduced to a low-risk area where no new infections were found for 5 consecutive days. High risk areas meeting the unsealing conditions shall be unsealed in time.

（5） For employees at high-risk posts who have completed closed loop operations, the "7-day centralized isolation or 7-day home isolation" will be adjusted to "5-day home health monitoring". During the period, code management will be carried out. One nucleic acid test will be carried out on the first, third and fifth days, and they will not go out if not necessary. Those who really need to go out will not go to public places where people gather or take public transportation.

（6） In areas without epidemic situation, nucleic acid testing shall be carried out for risk posts and key personnel in strict accordance with the scope determined in the ninth version of the prevention and control plan, and the scope of nucleic acid testing shall not be expanded. Generally, nucleic acid testing for all staff is not carried out according to administrative regions, but only when the source of infection and transmission chain are not clear, the community transmission time is long, and the epidemic base is not clear. Formulate specific implementation methods to standardize nucleic acid testing, reiterate and refine relevant requirements, and correct unscientific practices such as "two inspections a day" and "three inspections a day".

（7） Cancel the circuit breaker mechanism for inbound flights, and adjust the negative certificate of nucleic acid detection twice within 48 hours before boarding to the negative certificate of nucleic acid detection once within 48 hours before boarding.

（8） For important business personnel and sports groups entering the country, they shall be transferred to the isolation free closed-loop management area ("closed-loop bubble") "point-to-point" to carry out business, training, competition and other activities. During this period, they shall be managed by code and shall not leave the management area. Before entering the management area, Chinese personnel need to complete the enhanced vaccination of COVID-19 vaccine, and take corresponding isolation management or health monitoring measures according to the risk after completing the work.

（9） It is clarified that the positive criteria for entry personnel is that the Ct value of nucleic acid test is less than 35. Risk assessment shall be carried out for personnel whose Ct value of nucleic acid test is 35-40 when the centralized isolation is lifted. If they have been infected in the past, "two tests in three days" shall be carried out during the period of home isolation, code management shall be carried out, and they shall not go out.

（10） For inbound personnel, "7 days of centralized isolation+3 days of home health monitoring" will be adjusted to "5 days of centralized isolation+3 days of home isolation". During this period, code management will be given and they are not allowed to go out. After the entry personnel are isolated at the first entry point, the destination shall not be isolated again. One nucleic acid test was carried out on the first, second, third and fifth days of centralized isolation medical observation, and one nucleic acid test was carried out on the first and third days of home isolation medical observation.

（11） Strengthen the construction of medical resources. Formulate a hierarchical and classified diagnosis and treatment plan, admission standards for patients with infections of different clinical severity, and treatment plans for epidemics and infections among medical personnel in various medical institutions, and provide training for all medical personnel. Prepare inpatient beds and critical beds, and increase treatment resources.

（12） Vaccination against COVID-19 was promoted in an orderly manner. Formulate a plan to accelerate the promotion of vaccination, and accelerate the improvement of the coverage of vaccination, especially for the elderly. Accelerate the development of univalent or multivalent vaccines with broad-spectrum protection, and promote the approval according to laws and regulations.

（13） Accelerate the drug reserve related to the treatment of COVID-19. Do a good job of supply and reserve to meet the drug needs of patients, especially the treatment needs of severe high-risk and elderly patients. Pay attention to the unique advantages of traditional Chinese medicine, and make a good reserve of effective traditional Chinese medicine. Strengthen the storage of first-aid drugs and medical equipment.
